TRS Development Services is a master developer which specializes in mixed-use and public/private partnership (3P) development. TRS was founded in 2019 by E. William Henry, PhD in Tampa, Florida. Dr. Henry is an architect by trade with more than 30 years of experience in the construction industry. He is a former Chairman of the Hillsborough County/City of Tampa Planning Commission, former member of the Hillsborough County Housing Finance Authority (HFA), and former member and Chairman of the Hillsborough County Industrial Development Authority (IDA).
